Sheik Hussain was asked to pay a bribe of Rs. 20,000 to be sanctioned money to build a house under Indra Gandhi Awas Yojana. The Indira Gandhi Awas Yojana (IAY) is one of the many programmes of the Ministry of Rural Development in India. IAY deals with the housing issue and promises to provide shelter to the shelterless. Sheikh Hussain is a resident of Salepur in West Bengal and earns only Rs 2,000 per month. He lost his home of 40 years due to the renovation of National Highway -34(NH-34) as it was in the area under Public Work Department (PWD) next to the NH. He did not receive any compensation as he did not own the land. He had twice applied for a house under IAY scheme to build a house on a small plot of land he owns. However, he was asked to bribe the officer to avail the benefits of the free housing scheme.
